The Wingbike was designed by a guy called Steven from the Netherlands.
I´m sorry for not having better information. But from what I read on hackaday.com/2013/11/14/human-powered-hydrofoil-the-wingbike/ the bike is made completely out of carbon and weighs just under 10kg. The current version supposedly still has some balancing problems.
